The Shoreland Zoning Brochure explains how to administer local land use regulations fairly to protect the streams and rivers of Minnesota. The counties and cities are the fundamental units of shoreland protection in Minnesota. Zoning actions must be administered fairly, consistently and properly to meet the goal of protecting lands and waters. The organizers of the Mississippi Headwaters Board believe the best stewards of our land and water are those who live with those resources. Today, zoning is an important tool for protecting the appearance and quality of our lakes and streams. Property owners need a good general understanding of the zoning regulations and process to best care for their lands.
