The Mississippi Headwaters Board (MHB) is an eight-county joint
powers board of Clearwater, Hubbard, Beltrami, Cass, Itasca,
Aitkin, Crow Wing and Morrison Counties mandated by Minnesota
Statutes to protect and preserve the natural, cultural, scenic,
scientific and recreational values of the first 400 miles of
the Mississippi River. The MHB does this through land use
regulations, the River Watch water quality monitoring project and
information and education programs aimed at promoting
stewardship of the lands and waters of the Mississippi River
in Minnesota.
