Job Summary
As the Agency’s expert on quality systems that govern ambient air quality monitoring, the incumbent will administer and coordinate the Quality Assurance and Quality Control program for the statewide ambient air quality monitoring networks and the MPCA Air Quality Laboratory. The incumbent directs activities to ensure and track compliance with all state and federal quality requirement that govern the collection, analysis, and reporting of air quality assurance data to the EPA for purposes of demonstrating attainment with State and National Ambient Air Quality Standards. The incumbent administers and conducts data validation procedures through the review of raw data, quality control records, and statistical analysis and is responsible for making final recommendations regarding data quality and the need for qualifiers before submittal to the EPA. The incumbent also leads and/or assists in the review and approval of Quality Management Plans, Quality Assurance Project Plans, Air Monitoring Network Plans and Standards Operating Procedures for field and laboratory processes.
Minimum Qualifications:
A Bachelor's degree in Chemistry, Environmental Chemistry, or science related field and two (2) years of advanced professional-level lab experience with demonstrated experience working with Quality Assurance (to include planning, overseeing and executing quality assurance project plans) and data validation duties (to include developing data quality objectives and the ability to critically review data). (Advanced professional experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3).

Preferred Qualifications:
Knowledge of:
- State and Federal air monitoring regulation.
- Air sampling and monitoring methods.
- Laboratory instrumentation such as gas chromatography mass spectrometry (GC/MS), high performance liquid chromatography (HPLC) and inductively coupled plasma mass spectrometry (ICP-MS).
- Statistical Analysis of Data.
Work experience in:
- Developing quality assurance project plans.
- Data quality objectives.
Ability to:
- Perform analytical analysis.
- Plan and coordinate quality assurance programs.
- Critically review reports, make assessments, provide recommendations.
- Resolve differences and present testimony before different groups, committees or in legal settings.

Driver’s License Requirements
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.
Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
