Job Summary
The incumbent performs comprehensive management of sites in the Superfund and Site Assessment Programs. This includes directing and managing environmental investigations to decide if cleanup action or building mitigation are needed. In cases that progress beyond investigation this position manages and directs the selection of specific remedial actions and ultimately the completion of the remedial action such that public health and environmental risks are mitigated.
Job duties include:
Designing and reviewing sampling or remediation plans for environmental contamination to identify and mitigate environmental and public health risks, including risks posed by vapor intrusion (VI).
Retaining and overseeing remediation contractors through various remediation contracts.
Soliciting scope of work cost estimates from state contractors, preparing work orders, and overseeing contracted-for assessment activities.
Analyzing data collected by state contractors and/or data submitted by regulated or voluntary parties, making appropriate decisions and overseeing additional work as necessary.
Querying, researching and analyzing various sources of publically available data, and performing site investigations as necessary, to inform a decision about potential health risks at a release site.
Conducting responsible party (RP) searches and determinations, with the potential to engage in enforcement actions and negotiations with the identified RPs as necessary to ensure compliance with site investigation and cleanup requirements.
Researching and compiling existing environmental data and land use information for the site and adjacent area contained in various publically available databases, geodatabase coverages and files.
Drafting screening, assessment, and site investigation reports.
Recommending sites to be added to the State Superfund List.
Evaluating and recommending optimal cleanup remedies at assigned sites.
Managing state and federal funding and state contracting and procurement processes to effect the completion of cleanup actions.
Qualifications
Minimum Qualifications:
Two years of advanced professional-level experience in investigating, assessing, and managing the remediation of contaminated properties. (Advanced professional-level experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3 level work.) This includes performing comprehensive management of environmental investigations to decide if cleanup actions and/or building mitigation are needed, managing and directing remedial actions and building specific mitigations and ultimately completion of necessary actions so that public health and environmental risks are mitigated. Experience must include proficiency in designing and conducting the sampling of surface water, groundwater and drinking water, soils, soil gas and air; and also in evaluating and presenting the results concerning environmental and public health risks.
Skilled in:
Clear and effective communications.
Human relation and verbal communication skills sufficient to work effectively with a wide-ranging clientele, and business partners.
Effective planning, project management, coordination, and decision-making.
Preferred Qualifications:
Bachelor's degree or higher in Hydrology, Geology, Hydrogeology, or other closely-related environmental field.
Experience working on VI projects, including knowledge of soil gas, sub-slab and indoor air sampling protocols and analytical methods, collection of soil gas, sub-slab and indoor air samples, interpretation and summation of field and laboratory results, risk evaluation and ranking, vapor mitigation system installation and verification, and communication with project stakeholders regarding results and next steps.
Experience writing work plans and cost proposals for investigations and soliciting bids for contractors for system installations.
Experience leading other staff and/or a VI Assessment team would be a plus.
Knowledge of the overall state and federal environmental regulatory framework related to environmental investigations and cleanup of contaminated properties. Demonstrated ability to bring projects to a satisfactory conclusion.
Demonstrated ability to resolve potentially contentious, controversial, and complex environmental issues.
Problem-solving sufficient to resolve technical matters.
Experience with public communications efforts on health or environmental projects.
Advanced technical writing skills.
Proficiency with GIS, MS Access, and other database programs
Physical Requirements:
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Driver’s License Requirements:
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
