Nature of Work
The Environmental Education Specialist is a professional level position primarily responsible for the implementation of the City’s environmental education program including, but not limited to, public education and outreach, public engagement, and training components of the City's Municipal Separate Storm Sewer System (MS4) Permit. The Environmental Education Specialist is responsible for providing a range of program services necessary to achieve and maintain MS4 Permit compliance as well as other duties as assigned in support of the Water Resources Group.
MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in education, communication, or an academic field related to natural resources, water resources, environmental science or watershed management; AND one (1) year of related experience (education, communication, or other closely related field).
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may also be considered.
Licenses and/or Certifications
Valid driver's license
DUTIES AND RESPONSIBILITIES
*Conduct Public Education, Outreach, and Engagement
- Develop, implement, and revise an environmental education and outreach work plan under the supervision of the Water Resources Manager that fulfills the needs of the Water Resources Group and greater Environmental Services Division.
- Plan and coordinate public education and outreach activities for City residents including youth, businesses, property owners, etc. focusing on high-priority stormwater and environmental issues. Activities include, but are not limited to, developing and distributing educational materials, making public presentations, creating and leading training sessions, developing and implementing public participation activities, writing newsletter articles and press releases, attending community events responding to media interview requests, and preparing mass mailings.
- Align all public education and outreach initiatives with the needs and expectations of the target audience.
- Develop, implement, and revise, a public engagement program to solicit input on the City’s Storm Water Pollution Prevention Plan (SWPPP) and involve the public in activities that improve and/or protect water quality.
- Organize and lead existing volunteer activities including, but not limited to A Litter Bit Better, Adopt-A-Drain, Realize Rain Gardens, etc. and coordinate with other organizations for initiatives such as Rochester Community Education Summer of Service.
- Document all public education, public outreach, and public engagement activities completed by the City.
- Assess public education, outreach, and engagement programs to evaluate program compliance and status of achieving measurable goals established in the City’s Storm Water Pollution Prevention Plan (SWPPP).
*Perform Project and Program Management
- Manage the environmental education program under the supervision of the Water Resources Manager to meet program objectives and goals associated with the City Storm Water Pollution Prevention Plan (SWPPP) and Comprehensive Surface Water Management Plan.
- Identify and lead the development, writing, and submission of grant proposals to federal, state, and private funding agencies; implement assigned grant funded projects to ensure compliance with grant requirements.
- Develop and manage the scope of work, budget, and schedule for assigned projects.
- Communicate project-related information to all stakeholders.
- Serve as a part of the City of Rochester Public Information Officers group.
*Perform Administrative Functions of Water Resources Group
- Act as a liaison between the City, its target audiences, and other departments and agencies, e.g. the Minnesota Pollution Control Agency, involved with water resources and environmental issues in the development, delivery and evaluation of program activities.
- Maintain the City Stormwater Management website, information kiosks, and educational material inventories.
- Document and address citizen complaints and customer service.
- Explain stormwater related policies, ordinances, standards and other requirements to residents, business owners, developers, engineers, agencies, etc.
- Perform various GIS tasks in support of projects and programs.
- Assist in the management of the Municipal Separate Storm Sewer System Permit (MS4) and preparation of the MS4 Permit Annual Report.
Perform other duties as assigned or necessary.
