This posting will be used to fill 2 positions.
This position exists to assist in the operation of the federal/state National Pollutant Discharge Elimination System/State Disposal System (NPDES/SDS) Construction Stormwater Permit Program. This position ensures compliance with the Construction Stormwater permit and rules for the purpose of protecting and improving Minnesota's water quality and natural resources. The primary responsibility of this position is conducting construction site inspections and enforcement of permit conditions. Compliance determinations are determined based on field and desk evaluations of construction projects for appropriate sediment and erosion control practices and water quality impacts. The incumbent provides education on stormwater requirements; provides technical assistance, and cooperates with other state and local units of government doing similar work.
Minimum Qualifications
Bachelor's degree in an environmental protection or related science area;
OR
Two (2) years of professional-level environmental protection experience.
AND
Basic computer skills with proficiency in Word and exposure to Excel and PowerPoint.
Ability to gain a complete understanding of the environmental regulatory process and procedures.
Good communication and human relations skills to interact effectively with stakeholders and team members.
Problem solving skills for resolving technical matters and the ability to bring projects to conclusion.
Ability to travel up to 40%
Preferred Qualifications
An understanding of state and federal environmental water quality laws, rules, and regulations.
Previous experience with the NPDES program, permit requirements, inspections, compliance determinations, and enforcement requirements for construction stormwater and MS4 sites.
Experience with other MPCA compliance and enforcement programs and/or permit programs.
Knowledge of and familiarity with stormwater regulations, erosion prevention/sediment control Best Management Practices (BMPs), Stormwater Pollution Prevention Plans (SWPPPs), and the mission and goals of the Construction Stormwater Program.
Experience conducting construction stormwater SWPPP reviews and MS4 stormwater pollution program audits.
Effective public speaking and presentation skills.
Physical Requirements
Requires the ability to perform field work, traversing uneven terrain and/or over obstacles in and around construction sites in diverse weather conditions.
Driver's License Requirement
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.
Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
